Transitional Housing/Services for Recovering Ex-Offenders

transitioning to an independent substance-free and crime-free lifestyle.”


Shelly’s house provides transitional drug-free housing and services to female offenders who are currently supervised by Marion County. The program provides transitional house for up to 16 women. Referrals come from Marion County, Parole and Probation, Marion County Adult Corrections Coffee Creek Correctional Facility, or other local community alcohol/drug treatment programs.

A part-time resident manager staffs Shelly's House and provides oversight and direction to the residents of the program as they learn to live clean and sober in a healthy household environment. Accountability and positive peer support is emphasized through all living activities. The women in the house are required to attend drug/alcohol recovery program activities, seek employment, and work towards recovery and self sufficiency. House residents are required to follow house rules and attend all mandatory meetings. The average length of stay is approximately six months.

In addition to required treatment activities, resident must also obtain employment, attend vocational training or college, or a combination of these activities. The expectation is that residents will, as quickly as possible, assume personal responsibility for regular living expenses.

The population served are women relatively new in their recovery and currently under supervision for criminal activity and substance abuse. These clients are at risk of homelessness and/or relapse. Without access to transitional housing and positive peer support, the women would most likely return to the same living situation and peers that brought them to the attention of the criminal justice system. The majority of the clients are mothers; many continue to have contact with their children and are working to reunite with those children.

PRISM, Inc. is a 501(c)(3) non-profit corporation, registered in the State of Oregon, Federal Tax ID #93-1121608, providing affordable, transitional housing for female offenders through their operation of Shelly's House in Salem, Oregon.
